I don't know how many consider this old news, but I and a few others just recently found out about it, and did some tests to prove it true.

Strength gives you hitpoints. However, when a leader with Bureaucracy gains bonus strength for his skill, he does not gain the hitpoints attributed to and expected from that strength.

Pure leaders are the only ones who can take Bureaucracy, and they are considered to be weak and unvialble, although some (myself included) think they have great potential. They just don't get far enough along to reach that potential.

I don't know if Bureaucracy's bonus strength not giving hitpoints is a bug or is by design, but changing it would allow pure leaders to be able to fare a little better.

This bug/feature does not just affect Bureaucracy, but any and all bonuses to strength, such as warmonger and savage bonuses. Since they seem mechanically related, it would make sense to change it for everything (and maybe get rid of Warmonger's seperate HP boost). Similar things may take place with other stats (perhaps bonus energy doesn't affect resisting stun, I don't know) and changing them as well would seem balancing if the HP were changed.

If it's changed through and through, this would give Socials an even bigger piece of the pie, however, so if this were done, something should be done for wanderers, perhaps a better fane bonuses, perhaps a new set of places designed for them...

Pure leaders need a boost that isn't given to just clan leaders (as non-pure leaders can get that, and newlings shouldn't lead clans anyway). Encouragement to lead a clan is good, but already there is so much that leaders break off from their clans too early, causing all these half-done clans that burn out, burning out players with them. If they don't get the breaucracy change to be vialble, they need something.

There is a reason why it doesn't effect hit points, because so many other things effect hit points and/or strength. If all of these increased hp, then there would be no point in playing a Wandering Monster. Also note, it could not be a bug, for the avatar thrones do this, give you a strength bonus, allow you to carry more (remember that part) but no hp bonus.

I'm not sure if I understand it correctly. Where does the motion of beaucracy giving hit points come from? Beaucracy does not give you extra hit points, nor does spirituality, or dungeonmaster. The only leader abilities that give extra health are warmonger and boss monster. Boss monster gives you health with rank, and from what I understood, war monger gives you extra health with number of warrior minions.

mmm, after I reread the helpfile on beaucracy I understood what you ment. Beucracy improves your strength, but not health that usually comes to strength. That is true, any indirect strength bonus/penalty be it sunlight,fanes,buildings,abilities do not affect your health.
