I'd just like to say that I concur with your frustration, as most roleplayers do, that MMORPGs are filled with people playing as themselves. An additional factor to consider is that OOCness is very contagious. If a few people start to do it, more and more roleplayers will give up their illusions and become OOC as well. I can attest to this happening to me on numberous occasions, despite my strict sense of OOC/IC separation.
I also agree that the best roleplaying communities aren't those with the best plots, but are those with closely knit player communities, where the players feel that they are able to trust each other even though there are a number of reasons as to why their characters should not trust each other. The social infrastructure within MMORPGs should therefore be based upon ways that the players can easily come to know each other indepedently of their characters, which is a nice idea in theory, but I'm not exactly sure how it could be put into practice. Your idea is one possible solution.
