Every character who wishes to graduate with a PhD needs to make a tome or some other permanent addition to the game. There's not going to be all that many characters graduating each year with a PhD, so staff shouldn't be overwhelmed by having to help the players put together the tome/display/whatever it is. But it would be the player's contribution and it would be a great way to give back to the game. (and a nice, ok, you've spent 3 years playing, here's 25 SP)
Obviously we can't force anyone to contribute if they don't want to, so their characters can graduate with an EBD (everything but dissertation), and essentially would have a doctorate, but maybe couldn't advance to the highest level in whatever career they chose. (Or not, I don't know, don't want it necessarily to be punitive).
